The Second Period: 2000 - 2005
Starting from the year 2000, Euroimpresa was asked by economic operators, Public Administrations, Unions and industrialists to perform a broader kind of intervention, so to better address the needs of the territory.
The evolution from BIC to Local Development Agency was required by the major stakeholders (Province of Milano, Municipality of Legnano) and was supported by all the Municiplities of the Alto Milanese. This request demonstrated that all Public Administrations were adopting a different vision of the development of the area. This new approach started from the assumption that the deep crisis affecting the big manufacturing industry could not be solved only by “coaching” new enterprises, but also required to promote a different strategic approach to the development of the whole territory in accordance with the local Administrations. The new strategy, on top of the assistance to new enterprises, was to promote the territory renewal through all its components: enterprises, infrastructures, research & development, know-how.
New aims were added in Euroimpresa’s mission such as the implementation of labour politicies and equal opportunities Examples of this new approach were the Acrobate and Sinergy projects.
Assisting local Administrations in the identification of funding opportunities and elaborating development projects was a turning point for Euroimpresa that fully became a Development Agency for the Territory of the Province of Milano.
The constant interaction with the 23 Municipalities became stricter and more effective. At the same time, the deeper knowledge of the local environment generated projects that involved a plurality of Municipalities and required the active participation of higher level Administrations (Province of Milano, Lombardy Region).
Because of this evolution in its capacities, Euroimpresa was recognized as the subject that could be partner of Public Administrations in planning the development of the territory.
At the beginning of 2000 Euroimpresa was appointed the to the office of technical secretariat within the Territorial Pact for Alto Milanese, an important instrument for institutional planning, introducing new methodologies never experienced before. The logic of negotiated planning developed an open dialogue with the productive system ,opening the path towards new ideas for a social and environmental quality improvement. In this timeframe important projects like “DAISSIL”, “GREENFIELD” and “SISCOTEL” were implemented.
The year 2005 represents a milestone in the development of Euroimpresa, because by then the Strategic Plan for Alto Milanese was completed, summarizing the experiences and the competencies of the previous years. The Strategic Plan (written together with the Province of Milano) identifies objectives and intervention areas for Euroimpresa, deduced from the emerging needs of the territory.
